Basic Information:

The ringleader of the Bai family criminal syndicate used his family's influence to establish 41 telecom fraud zones in Kokang (such as Baisheng Hotel, Cangsheng Science and Technology Park, and Baisheng Park), recruiting "financial backers" and providing them with armed protection. The syndicate was involved in fraud exceeding 10.6 billion yuan, gambling exceeding 18 billion yuan, and manufacturing and trafficking approximately 11 tons of drugs, resulting in the deaths of at least six Chinese citizens, one suicide, and multiple injuries. The charges include 12 counts such as fraud, intentional homicide, intentional injury, kidnapping, extortion, operating casinos, organizing forced prostitution, illegal detention, organizing illegal border crossings, and drug trafficking.

    Early rise to power and "military coup":

    Bai Suocheng initially followed Peng Jiasheng, known as the "King of Kokang," participating in local armed struggles and gradually rising to the position of deputy commander of the Kokang Alliance Army. However, at a crucial moment in 2009, he launched a coup, colluding with the Myanmar government army to defeat his former master, Peng Jiasheng, and thus became the leader of the Kokang region with the support of the Myanmar government. This power shift laid the political and armed foundation for his later establishment of a criminal empire.

    Rise:

    He assumed the position of Chairman of the Kokang Self-Administered Zone (though he continued to operate behind the scenes after stepping down in 2016). He used his family's influence to control the local armed forces, militia, and administrative departments, becoming the "old mastermind" of Kokang.

    Around 2018, the Bai family realized that telecommunications fraud was a more lucrative "way to make money" than traditional gambling, prostitution, and drugs, and decisively entered the market. Under Bai Suocheng's approval, the Bai family used their armed forces and political influence to build and control a large-scale telecommunications fraud industrial park in the Kokang region, completing the transformation from traditional crime to modern, industrialized cross-border crime.


      His heinous crimes: 12 charges and a death sentence

      In November 2025, the Shenzhen Intermediate People's Court of Guangdong Province, China, issued a first-instance judgment in the Bai family criminal gang case.       Ending and Warning

      Bai Suocheng was sentenced to death in the first instance in 2025, but died of illness in the detention center before the second instance trial. His son, Bai Yingcang, and four other principal offenders were executed in February 2026.

      Bai Suocheng's life, from a powerful figure to a prisoner and ultimately his death from illness, serves as a stark warning to all transnational criminals. As one member of the special task force presiding over the case stated, no matter what position one holds or how far one flees, "if you have committed heinous crimes against the Chinese people, you will pay the price."

      endingOn December 10, 2023, Bai Suocheng, along with Bai Yingcang and Bai Yinglan, was placed on a wanted list by the Dalian Public Security Bureau in China. On January 30, 2024, he was extradited to China by Myanmar police. In July 2025, the Shenzhen Municipal Procuratorate indicted 21 people, and five, including Bai Suocheng, were sentenced to death in the first instance (the verdict was announced on November 3-4, 2025). He died shortly after the verdict due to illness (official reports confirm he died around November 11, 2025, at approximately 75-76 years old).
